Despite being one of the highest-rated Greek restaurants in the Sacramento area, Opa! Opa!, the popular Greek restaurant will be closing its doors for the last time after 14 years in business. Rising minimum wage mandates have forced the owner, Phil Courey, to increase menu prices by 53 percent since the restaurant first opened.
